Indiana Code 5-23 has been utilized to develop, finance, and construct multiple parks projects (and dozens of other municipal projects) over the last several years. This session will explore how the code can be used to develop a project from beginning to end. Topics will include an overview of the procurement process, including step-by-step explanation of (1) the Request for Proposal/Qualifications process, (2) the financing process, and (3) the design and construction period. In addition, our presenters will provide examples of relevant projects that have been completed utilizing this statute. This session will provide the information needed for our members to contemplate the use of this statute to finance and deliver future projects.
